Neighbor to Neighbor (N2N)

Neighbor 2 Neighbor is a family support and advocacy group, partnering with Rural Children's Initiative (RCI). This group is comprised of familiesdealing with mental health issues or anyone wantingto be a support. RCI is part of a federal cooperative agreement between Substance Abuse & Mental Health Services Administration (SAMHSA), Hale County, Central Plains Center, and the Llano Estacado Alliance for Families (LEAF).  This group effort is designed to create seamless, coordinated services through the Wraparound Approach.
What is Wraparound?

Neighbor to Neighbor will provide wraparound to children who have a diagnosed mental illness. Facilitators who know the community will be hired through local agencies to:

  • Provide intensive case coordination
  • Form a team of family members, professionals and other individuals who provide formal and informal support for the child and family
  • Ensure the process is strengths-based, family-driven and outcomes-oriented
  • Neighbor to Neighbor will rigorously evaluate long-term outcomes of wraparound services, following families for two years.

Systems of Care


Systems of Care (SOC) is an organizational philosophy that involves collaboration across agencies, families, and youth for the purpose of improving access and expanding the selection of community-based services and supports for children and their families. Family partnership in a systems of care model places the family at the center of the planning and service delivery process for their own children and family. It also specifies meaningful roles for families in planning, service and support implementation, advocacy, and evaluation at the service delivery level, community systems level, and at the state level. Families are important partners in making public systems responsive to the needs of the people they are charged to serve and cost responsible in the approaches that are employed. It is the family voice and meaningful partnerships with families that will provide the motivation and energy with which to accomplish the vision of the Rural Children's Initiative.



SOC is a not a program it is a philosophy
based on the way business should be done.



Families and youth work in partnership with public and private organizations to ensure that services and supports:

  • Are effective in positive child and family development
  • Build on the strengths of individuals and families
  • Address each persons cultural and linguistic needs
